KOSGEB grants 2025: eligibility and the application process

KOSGEB is Turkey’s main agency for SME support. There are nearly 30 active programs in 2025 — but most founders either don’t know about them or don’t know how to apply.

Most-used KOSGEB programs

Traditional Entrepreneur Program (GGDP)

• For newly-formed SMEs: setup costs, performance bonuses, equipment.
• Up to TRY 65,000 in non-repayable grants.
• Requires the “Applied Entrepreneurship Training” certificate.

Advanced Entrepreneur Program

• For sectors designated as priority (high-tech, digital transformation, green economy).
• Total package up to TRY 1,000,000.
• More comprehensive business plan and expert review.

R&D, Innovation, Industrial Application

• For SMEs with R&D projects.
• Personnel, equipment, services — supported at 75%.

KOBİGEL — SME Development Support

• Themed open calls (e.g., “digital transformation in manufacturing”, “export-focused design”).
• Project-based, opens periodically.

SME Finance Support

• Interest/profit-share subsidies on qualifying bank loans.

Application step-by-step

1. KBS registration: add the company to KOSGEB’s database.
2. SME Declaration: revenue, headcount, sector — confirm SME status.
3. Request the program: choose the support, fill the program-specific forms.
4. Expert visit: a KOSGEB expert visits and verifies.
5. Approval & contract: sign for approved support.
6. Spend and report: spend per the timeline and submit invoices.
7. Payment: as expenses are approved, funds land in your account.

Common mistakes

• Outdated SME Declaration: must be refreshed annually.
• Invoices before contract: anything dated before contract signing is out of scope.
• Wrong NACE code: your sector code may not match the program.
